Dubai passengers holding residency cards won’t need ICA: Biman
Passengers holding Dubai Residence Card will need to get approval from the General Directorate of Residency and Foreigners Affairs Dubai

Passengers holding residency cards of all states or provinces except those residing in Dubai, will need special permission before travelling to Dubai.
They need to obtain approval from the Identity and Citizenship (ICA) department of Dubai before leaving the country, according to a press release.
Passengers holding Dubai Residence Card will need to get approval from the General Directorate of Residency and Foreigners Affairs Dubai (GDRFA) as before.
