Former senior secretary Md Nurul Amin made new Berc chairman

Former senior secretary Md Nurul Amin has been appointed as the new chairman of the Bangladesh Energy Regulatory Commission (Berc), said a notice issued by the Ministry of Power, Energy and Mineral Resources on Tuesday.
In his professional life, he served in various important positions. He worked as a senior secretary in the planning division. Prior to that, he had served as the acting secretary of the Ministry of Chittagong Hill Tracts Affairs.
He joined the BCS administration cadre in 1986. In 1984, Nurul Amin received his master's degree in management from the University of Dhaka.

Nurul Amin was born on 10 June 1961 in Aitpara village of Paschim Subidpur union of Faridganj upazila of Chandpur.
Berc, the country's regulatory body of the power and energy sector, used to issue licenses for businesses in the sector and determine electricity and natural gas prices and tariffs, but since the beginning of this year, the Power, Energy and Mineral Resources Ministry has been regulating the pricing by amending the Berc Act-2003.
Before the amendment, Berc was not permitted to make any change in tariff more than once per financial year. Besides, a public hearing was mandatory before adjusting the price.
The amended act removed Berc's authority to decide on tariff changes and empowered the Power, Energy and Mineral Resources Ministry to adjust energy prices multiple times in a fiscal year. It also annulled the obligatory public hearings.
In the last two months, people have been upset by electricity price hikes three times by 15% and a historic natural gas price hike by a maximum of 179%.
