Human resource development not given due importance in proposed budget: BSHRM
The proposed budget should clarify how much is allocated for human resources development and how it can be fully utilised
The Bangladesh Society for Human Resources Management (BSHRM) said the proposed budget did not pay due importance to human resource development.
On Thursday, BSHRM President Mohammad Mashequr Rahman Khan made the observation at their virtual press conference, 'Bangladesh's National Budget 2021-22, Perspective Human Resource Development,' jointly organised by BSHRM and BSHRM Institute of Professional Development (BIPD).
In his welcome speech, Mohammad Mashequr Rahman Khan said "the issue of human resource development has not been paid due importance in the proposed budget. In order to transform the tremendous human resource potential of the country into real manpower, time-befitting technical education and training is required. Otherwise, it will not be possible to shape a skilled workforce."

He said, "a separate ministry for human resources could be set up in Bangladesh, so that formulating all kinds of policy guidelines on human resources and its supervision are conducted under a specific ministry."
He called for stopping the retrenchment of employees and closure of factories, ensuring financial incentives during the current Coronavirus catastrophe.
BSHRM General Secretary Mohammad Nazrul Islam said, the proposed budget should clarify how much is allocated for the development of human resources in the country and how it can be fully utilised. Hopefully, today's discussion will pave the way for next year.
Treasurer of BSHRM, Md Shafiqul Alam, said "Bangladesh has a large young population but lacks the skilled human resources needed for industrialisation. For proper industrialization, more diploma degrees and vocational education are required. Steps need to be taken to encourage local industry and eliminate import dependence in various sectors."
He proposed a tax exemption for 10 years to institutions providing education and training to create skilled human resources suitable for industrialisation.
The organisation's Vice President, Kazi Rakibuddin Ahmed, Joint Secretary Mohammad Muttakin Hasan, and Executive Member, GM Sharif among others, were present at the press conference.
