The judge elaborated on his decision emphasizing, any amount of time after 5 p.m. is the same as being later than 5 p.m, and no constitutional issues were violated by the Wisconsin Elections Commission.

The judge, John Zakowski added, "The unfortunate fact is this dispute could have been avoided had the West representatives simply arrived earlier."
As reported by the Hollywood Reporter, A commission staff member said that West's representatives didn't place the nomination papers on the counter until 5:01 p.m.
West has argued the decision by state authorities. West contends the deadline, as he believes it didn't expire until 5.01 p.m.
Even though West has been considered a joke candidate for his prior actions, the ruling on his ballot request is an integral factor in the presidential elections.
Wisconsin is a swing state that Donald Trump barely won in 2016. If Kanye West or Green Party's Howie Hawkins gets on the Wisconsin ballot, their inclusion can sway the election in the state.
