Reform commission for making Cumilla, Faridpur new divisions
It is also planning to recommend removing the police verification process in recruitments
The Public Administration Reform Commission has decided to recommend forming two new divisions - Cumilla and Faridpur.
"One of the major recommendations of the commission is that Faridpur and Comilla should be made new divisions. We decided to make the recommendations in light of demands from the people of those areas," said Public Administration Senior Secretary Md Mokhles Ur Rahman, who is also the commission's member secretary.
Speaking at a meeting with journalists at the secretariat today (17 December), he said, "If these two divisions are to be formed, a few districts will need to be shuffled between divisions. We have mapped that."
"Just looking at a map, you can understand which district has been given to which divisions out of the 10 [including the proposed two]. Not all divisions will be reshuffled. Only the Dhaka, Mymensingh and Chattogram will undergo the process to ensure that Cumilla, Faridpur and Mymensingh become similar," he said.
Bangladesh currently has eight divisions – Dhaka, Chattogram, Barishal, Khulna, Rajshahi, Rangpur, Mymensingh, and Sylhet.
Meanwhile, the reform commission will recommend making education and health sectors "special divisions" and planning to recommend removing the police verification process in recruitments.
It also recommended taking tests to determine promotions in the posts of public administration deputy secretary and joint secretary.
Besides, it recommended that for the post of deputy secretary, 50% officers of administration cadre and 50% from other cadres be considered, said the commission's head Abdul Muyeed Chowdhury.
Currently, 75% of the promotions to the post of deputy secretary are given to officials from administration cadre and 25% from other cadres.
"No one will get promotion to the post of deputy secretary and joint secretary without tests. The exams will be conducted by the Bangladesh Public Service Commission. No candidate will be promoted unless they secure 70 marks in the exam," said Muyeed.
Further elaborating on the proposal, he said if a custom cadre officer gets the highest number in the tests, he will be ranked first in the list of deputy secretary.
