Mutation application no longer needed at land office

It will no longer be necessary to apply for land mutation at the AC Land Office, for purchased or transferred land, as the Land Mutation Radix of the Land Title Deed is going to be introduced soon.

The system of eight day mutation will be introduced in Savar Upazila at first, read a circular issued by the Ministry of Land on Monday. The circular also contains a guideline for field level land offices.

On 9 November this year, the cabinet approved a proposal to coordinate land registration and mutation after purchasing, selling or transferring land – presented by the Ministry of Land. The cabinet then suggested some more instructions be added to the proposal.

The circular says, the assistant commissioner (Land) needs to automatically file a miss case for e-mutation by combining the received copy of land title deed and land transfer notice (LT notice) as like with an e-mutation application. In this case, there is no need to receive the application separately from the recipient of the documents or deed.

It further states that, the above provision will be applicable if land deed registration is done as per mutation or e-mutation record of rights (ROR) and also if ownership changes on the basis of that ROR. The circular further instructed that the concerned Union's or Municipal Land Office's, surveyor or kanungo does not have to perform an on-the-spot investigation.

The sub-registrar shall execute three copies of the land title deed while registering it. The deed recipient will receive a copy, the second copy will be kept by the sub-registry office, and the third copy – along with a clean and intelligible copy of the LT notice – will be sent by the sub-registrar to the concerned upazila or circle land office.

An e-mail or message should be sent to the deed holder within a maximum of four working days to pay the mutation fees and service charge and to appear at the land office with the exact copy of the land deed right after the arrival of the land title deed and LT notice copy at the upazila or circle land office from the Sub-Registrar's Office.

Meanwhile, a letter was sent today to the Ministry of Local Government, Rural Development and Co-operatives to take effective measures to use the inheritance certificate – running in the Chittagong City Corporation – system by the a2i with e-mutation system among other ongoing digital/electronic services of the Ministry of Land by all local government authorities in the country.

Another letter was sent today to the Public Security Division and ICT Division requesting that effective measures be taken to protect digital cybersecurity to prevent hacking of ongoing digital/electronic services taken by the Ministry of Land.
