Weak investigation, unprofessional prosecution hindering justice: Chief justice

Weak investigations and unprofessional prosecution are major barriers to justice in Bangladesh, leading to low conviction rates and eroding public trust, said Chief Justice Syed Refaat Ahmed today (1 February).
The chief justice emphasised the need for prosecutors to be seen as key partners in the justice system rather than mere state agents.
"The prosecutor's role is pivotal in safeguarding both the rights of the accused and the interests of society. Without a specialised and independent prosecution service, the justice system's integrity is undermined," he said.
The chief justice made the remarks while addressing a regional seminar on "Judicial Independence and Efficiency," organised by the Bangladesh Supreme Court and the UNDP, in Rajshahi, according to the written speech shared by the Supreme Court administration.
The chief justice said there was a lack of significant government initiatives to professionalise the prosecution service but acknowledged the recent efforts of the interim government, including structured training and increased accountability.
He stressed the need for adequate resources, training, and institutional support to ensure fair trials and timely case resolutions.
Addressing broader judicial reforms, he reiterated the importance of establishing a Supreme Court Secretariat to ensure judicial autonomy, transparency in appointments, and efficient policy implementation.
The chief justice confirmed that a proposal for the secretariat is under active government review.
The seminar chaired by Senior Appellate Division Justice Md Ashfaqul Islam was attended by judicial officials from the Rajshahi division and Stefan Liller, the resident representative of UNDP Bangladesh.
